The City of Pasadena's Chapter 380 Policy provides a framework for economic development incentives designed to attract new investment, support existing businesses, and strengthen Pasadena's economy. Through Chapter 380 agreements, qualifying projects may be considered for financial incentives based on factors such as capital investment, development type, and anticipated economic impact. The program supports Pasadena's broader economic development goals of diversifying the tax base, attracting quality jobs, retaining and growing local industries, and developing the local workforce.

Program highlights:

  • Capital-Intensive Development: Projects making at least $6 million in qualifying capital investment may be eligible for a 75% ad valorem property tax rebate for up to 10 years on new real and personal property valuation.
  • Retail Development: Qualifying new retail developments may be eligible for up to a 75% rebate of the City's 1% portion of sales tax, with eligibility and term based on the type and size of the project.
  • Destination Tourism: Qualifying new hotels with at least 100 rooms and three-star or higher rating, located within three miles of the Pasadena Convention Center, may be eligible for up to a 75% rebate of the City's portion of hotel occupancy tax for five years.
  • Project Evaluation: Projects considered for incentives undergo an economic and fiscal impact analysis by Pasadena Economic Development Corporation staff and require City Council approval. 
  • Performance & Compliance: Chapter 380 recipients are subject to annual compliance reviews to verify that the obligations established in their agreements have been met.
