Pasadena Creates Master Plans for Entertainment and Downtown District

Imagine more places in Pasadena where you can grab dinner, attend an event, meet up with friends, shop locally, or simply spend an afternoon. Two master planning efforts are now laying the groundwork for what those places could become. These plans will enable the city to be strategic in its development projects and to create areas that are useful to residents.
“Our job is to be responsive to the needs of the community,” says Arturo Marquez, Director of Economic Development for the Pasadena EDC. “We want to create an environment that encourages entrepreneurship and allows new businesses to open that residents love.”
One way to embrace mindful development is through master planning. The City of Pasadena and the EDC are currently working through two master plans to support development. Learn more about what master plans involve and how the city could change in the coming years.
What is a Master Plan?
A master plan is a vision for the city’s future. It outlines the goals for a specific area of the city, along with community needs, business opportunities, and the amenities available. For example, if a city needs more affordable housing options, it might create a plan to transform a few acres into a mixed-use development with ground-floor shops and apartments above.
“Master plans utilize third-party, objective research and community input,” says Marquez. “It allows us to take an honest look at the city and its potential for growth.”
The process of master planning ensures that the city’s vision for the future aligns with what residents want. It reduces the likelihood of a mismatch between what is built and what Pasadena residents need.
Economic developers use master plans in their business retention and recruitment efforts. They take the recommendations and work to attract new businesses to the area, while also helping existing local companies expand in ways that would benefit them.
The City Has a Master Plan for a Future Entertainment District
The Pasadena EDC recently initiated work with SWA Group to develop a master plan for a future entertainment district surrounding the Pasadena Convention Center. The property is already a major destination for events throughout the year, including some of Pasadena’s signature celebrations, such as 4th Fest and the Pasadena Livestock Show & Rodeo.
Through this planning effort, the Pasadena EDC is exploring opportunities to build on the area’s existing activity and create a more vibrant, connected destination for residents, visitors, and future development.
The master plan for this area will evaluate what would be useful for event attendees, residents in surrounding areas, and nearby businesses. The plan will be used in the coming decades to grow Pasadena’s tourism economy and make the district a hub for recreation.
It is Accepting Bids for a Downtown Master Plan
Additionally, the city is currently accepting proposals for a master plan to identify and envision a downtown hub in Pasadena. The master plan will highlight high-potential areas for downtown development while exploring the types of businesses that could thrive there.
“We are looking to create our own downtown with walkable areas for residents, mixed-use spaces, and a balance between businesses and recreational amenities,” says Marquez. “This will be another gathering place for residents where they can enjoy their time together and attend local events.”
The objective insights from this future master plan will provide a roadmap to support downtown development over the next 10 to 20 years.

Master plans are only effective when they reflect the needs and goals of people who live in the community.
